Article 196 (1) (b) of the Constitution of Kenya 2010 provides that a County Assembly shall facilitate participation and involvement in the legislative and other business of its committees. Garissa County Assembly Sanding Order 121 (3) states that the sectoral/select committee to which a bill/ document is committed shall facilitate public participation and shall take into account the views and recommendations of the public when the committee makes its report to the county assembly.
