Article 196 (1) of the constitution of Kenya 2010, Section 129 of the PFM Act 2012, Section 87 of the County Government Act 2012 and the Assembly Standing Order 123(3) provides that a county Assembly shall facilitate Public Participation and involvement in the legislative and other business of its committees.
